When we look at the main trends in the world, global competition in the age of new economy based on "information and knowledge-based products" following "soil and machinery" is developing through "micro-nationalism", "integration" and "unpredictability’’. Challenges that determine the new nature of life and state; such as " crisis in resource and sharing ", unsustainability of production-consumption-growth formula, purge of the middle class with Chinese leverage, energy, water, and food insecurity, transition to the 4th dimension, liquidation of human resources in the workforce, transition from hard power to soft and smart power on the basis of the very changing state nature and anticipation management, can be formed as the basic references.

Within all these fundamental parameters, the transformations in technology are prone to change the whole human life and nature by developing with artificial intelligence, virtual/enhanced reality and mobility centered. It is obvious that the concepts of "Industry 4.0" and "Society 5.0" are important topics for managing the transformation of the world within the dimensions of industry and society. Another contributive factor is the turbulence that China creates as it begins to become intensively dominant on the world stage day to day. The New Silk Road project, "One Belt and One Road Initiative"; is shaped as a global integration project involving more than hundred countries, both on land and at sea, permanently changing the distribution of economic shares. In countries with no middle class, authoritarian regimes or chaos stands as two options in the fore-seeable future. How to make the division of labor in terms of regional and global security and how to share the costs is also a point of discussion in the coming period.

The development of new alliances on security can be read from the risks and the initiatives undertaken by dominant countries. The quality of the concepts of property and power, and the business model change historically. The future of the EU with the "Failure in Success" syndrome will be determined by the results of the polarization which revived in the West after the Brexit. Along with all these developments, "Ecosystem of safety" changes with the law. The "Security - Democracy" dilemma will be experienced much more after that. Because, for the democracy, it is difficult to survive in countries where the middle class is melting and security leans to a sophisticated ground. The question "Will security bring us authoritarian regimes" needs to be discussed further.

Turkey distinguishes itself with an 84-million inhabitants, growing economy and geo-strategic status in the center of Afro-Eurasia. Turkey's historical, political and cultural ties between Europe, Black Sea, Caucasus, Asia, Middle East and African countries, rising activity in the international arena, especially in the United Nations, being an important member of organizations such as NATO, OSCE and CICA and with active foreign policy, it has become an increasingly important actor on the global platform.

More recently, the name referred to by the Balkans crisis permanently, the Middle East and the Caucasus, Turkey Located in the triangle, are affected from this problem as a natural area, on the other hand, it affects regional developments proportion of power. In this context, Turkey, including through the well-established tradition of government and diplomacy and has the capacity to solve regional crises, strategic and economically irreplaceable dominant country.

The Nordic countries of Sweden, Norway, Finland, Denmark, Iceland and Greenland, despite its total population of 27 million people, have scientific and technological capacities, advanced human resources, advanced technology based industries, natural resource riches etc, have an economy that exceeds 1,6 trillion dollars of their total GDP.

The fact that the Nordic countries had to take place on the shores of the modern European-based international system until recently, provided a number of historical opportunities for these countries. On the one hand they are close to the center of western Europe, the center of the international system, so that they have the opportunity to benefit from economic and scientific developments, but on the other hand they have often managed to stay away from the stresses and crises in the system. Thus, the Nordic countries have created exclusively socio-economic structures to form more affluent societies, more developed economies and more peaceful diplomatic relations. Through this tradition of diplomacy, they have developed cooperative processes that can be considered as examples at global level for permanent, compassionate and peaceful international relations among the Nordic countries. The Nordic Council of Ministers and the joint embassies opened in some countries show the institutionalized and concrete aspect of this cooperation.

Turkey's trade volume with the Nordic countries is near $ 8 billion. This trade volume between the parties with trillion-dollar economies is quite small. In addition, the trade balance is held against Turkey. When the Nordic countries at the global level by the foreign investments made and evaluated in terms of the accumulation of capital cases, such as Turkey to the amount of direct foreign investment from these countries it should be noted that it is also extremely low. Nevertheless, citizens of the Nordic countries is exceeding 1 million people annually visit Turkey in recent years the figure is pleasing situation. On the other hand, over two hundred thousand Turkish citizens live in Nordic countries.

The level of Turkey's relations with the Nordic countries is far below its potential. It is clear that the economic relations between the two sides can be carried to much better levels on a realistic and permanent basis. Turkey's contributions to regional and global levels in addition to increased activity in the Nordic countries increasingly global and ensuring regional peace and stability and the introduction of permanent status must be taken into account in terms of the potential of the relationship on both sides. There is also a potential for increased cooperation in technology sharing, academic exchanges, maritime, energy, investment, migration and security.

The Nordic countries, in Asia and Africa to strengthen connections will be able to benefit from cooperation with Turkey. The contribution of close relations with these countries will develop in overcoming the problems faced by Turkey in Europe will be important. Nordic countries such as Norway and Iceland, like Turkey, although not an EU member, are in close relations with the union. Keep in close monitoring of relations with the EU to non-EU Nordic countries and the development of relations between the Nordic countries and Turkey shed light on the future of EU relations with Turkey.

For the past two centuries, the Nordic countries have developed prominent projects on the solution of global political conflicts, encouraged by the dialogue and peace that they have created among themselves; they have formed leading research institutes on war and peace researches and have conducted researches. Palestinian - Israeli peace talks with a term effective solution process in Turkey is not a coincidence that meeting was held in Oslo. In the period ahead of the war in the region surrounding Turkey, Nordic in conflict and peace studies the impact of the country it is likely to continue. Therefore, Turkey's need to express itself better, as well as more concrete proposals for a regional solution to conflict areas in terms of the development of Turkey's developing relations with countries in the region is of importance.

In this context, the need to move to more advanced level of existing relations between the Nordic countries and Turkey is open. Turkish - Nordic Strategic Dialogue; to explore how mutual potentials and existing cooperation can be transformed into a strategic alliance and to contribute to the construction of strategic capacity. With the Strategic Dialogue; It is aimed to develop a strategic approach that will enable the recognition of the relevant institutions, the increase of the civil society effect, the utilization of the expertise of the development of the resources and the study fields, the contribution to the promotion activities, the research of the possibilities of academic cooperation and the evaluation of all these studies in an integrated manner.

The two sides can develop far more effective strategic cooperation in terms of sustainability of long-term interests with critical prescriptions. At this point, there is a need to look at events from a broader geopolitical point of view. Multi-dimensional shaped by world powers in Turkey systematics - the Nordic countries to move to an ideal point of the relationship, not only based on political and strategic, it must be headed toward a structure that will create mutual depth of each parameter. This orientation will confirm as cultural intimacy and similarities are discovered.

The aim of the Turkish - Nordic Strategic Dialogue to be realized at this point is to reveal the opportunities and complementarity of relations in the new period without neglecting the problem areas and to establish a corporate and intellectual ground with a strategic point of view in public opinion.
