To Reach The Level of Contemporary Civilization


After the First World War, which was a foregone conclusion for some and a huge and meaningless adventure as a result of poverty and desperation for others, brought the West block an historical opportunity. This opportunity was taking the revenge as in the Andulucia case, by sending the Turks– conquerors of the land of Rome for nearly 1000 years- back to where they come from and assimilating them. However just in time, a “man“ established a new nation state from the ashes of the old ruining empire, by uniting every elements around a concept. This “man“ who could read any barriers standing in front of every wave of innovation and change in the last century of the Ottoman Empire, signed under the radical evolutions whose sociological effects would be seen only in a long term process and whose outcomes are newly understood even today. He both turned the young republic’s route to the civilization of west by a good reading of the future and world conjuncture, and he also took an aim such as “Reaching the level of contemporary civilization“, the content of which is still being debated. Taking what had to be taken from the West in the stream of history and sociological maturation, he left a very important mission behind his back to be completed.

However, the social changes that were fastened after his death with the fear of them to stay unfinished, the losses accepted as obligatory because of benefit-harm considerations, following political leaders’s being mixed-up and their remote comprehension of the depth of the aforementioned aim, the negative conditions of the Second World War and a repressive, authoritarian and sometimes despot understanding carried Turkey to the 1950’s. Our democracy experience starting from the 1950’s has come to the 2000’s with coming and goings between the community’s different poles, and with interregnums. Trials for development leaded by Menderes and Özal, Erbakan’s conservatism, and Türkeş’s nationalist movements all took their place in the history of the last fifty years as sociological actions. The most important sociological loss of that period was that while a part of the society was closing themselves mainly to everything coming from the West in order to protect their own values, another part of the society was loosing themselves in an unprincipled journey with no limit or sense. Besides the reason of our not catching the basic social component must have been the gulf between these two forms of behavior.

28th of February was one of the most important sociological breaking points while we were approaching 2000’s. How the evaluations of challenges and the conclusions of implementations serve for national and non-national components will be a subject for debates over and over, both economically and sociologically. But the political tableau’s, which was created after this sociological break, looking for legitimacy outside it’s borders happened to be the resource of the problems that we worry about today. So, existing political tableau’s or a new political will’s developing it’s legitimacy in itself is the most vital and significant obligation. This obligation gets even more essential and urgent so as not to cause a strategic emptiness as a country in the center of a region that the world reschedules especially as a conjuncture.

Another important point that we have to stress here is having no remembrance of the pain and sufferings that the east experienced, after one or two generations and moving ahead without getting any lesson from the past. Hence the frequently discussed phenomenon “Deep State“ comes to the fore. When I ask myself “What is Deep State?“, I instinctively get the answer of “The memory of nation and government“. In my opinion, whoever has a memory of the government and the nation, and who can react to related events in a suitable way by interpreting the early information in his/her memory, then he/she is the picture of the deep state. In stead of looking for “who“ with insular prejudices, we better make progress on the way to become individuals and institutions with a memory of government and nation. This way we could extend the base of the deep state and so “social peace, justice and development“ would reach the level of contemporary civilization. If modern political will reacts aggressively on the account that it’s successes are not understood, one should remember the point where “ÖZAL“ movement came to be, in a very short time despite it’s success and despite the fact that it had no legitimacy problems. Periods are temporary while governments and nations are permanent.

If we are to say something about this subject in the context of Turkish Foreign Policy; Turkish Foreign Policy, moving along the axis of NATO/USA and West Europe, has to operate Asia and Africa expansions in cooperation with them and without loosing the connection with the concept. These geographies, which contain two third of the world’s changing balances, alternative energy resources, population and human potential, are already Turkey’s old hinterlands.

United Nations expect Turkey to make free trade agreements with countries of Asia and Africa and encourage us on this matter and even sometimes gets commitments from us to do so. An example of foreign policy expansion with EU depending on mutual benefit is an important and preferable experience in terms of not interfering with dominant constituents and not to be included in potential troubles. After all the most logical aspect of our EU accession efforts is that by this way we can accomplish alternative expansions in the context of EU and complete these expansions by speeding up the process of getting corporate information from the West. I believe that expansions to these regions, which we have a common background in the context of civilization, are mandatory for our coming generations and our travel of history.

For a “Turkey“ which has strong national and moral values, which moves along it’s civilization road being fully loaded, which has assimilated all of the world’s last century’s experiences, which is a peace and balance component for both of it’s region and the world, which creates every kind of legitimacy in itself and sharing them fairly, and which can transfer it’s experiences to new generations on the basis of institutionalized morals;

Through healthy and long-term sociological evaluations of potential challenges and opportunities, and in case of “every government agencies“ being a collective body, we will need “Genetic Codes“ in the civilization road with the belief that they will carry us to the ideal of “Reaching the Level of Contemporary Civilization“.

Bu çalışma Türkiye’deki geleceğin okullarını öngörmeyi amaçlamaktadır. Bu amaç için iki ana araştırma sorusu oluşturulmuştur: Algı ve temel global trendler ile ilişkili olarak gelecekte okullar nasıl olacaklar? ve Türkiye’de ki geleceğin okulları için olası senaryolar nedir?;
